SIU Concludes Fatal Collision Investigation in Scarborough

TORONTO (24 January, 2006) --- Eight investigators from the Special Investigations Unit (SIU) are probing the circumstances of a fatal motor vehicle collision that occurred this morning at the intersection of Warden Avenue and Lawrence Avenue East.

The SIU was notified that at about 2:30 a.m., Toronto Police Service (TPS) officers in a marked cruiser were conducting radar on Warden, near Ellesmere Road, when they saw a Toyota Corolla traveling at a high rate of speed. The officers started to follow the car. The Corolla, which was traveling southbound on Warden, entered the intersection of Lawrence Avenue and collided with a taxicab.

The 39-year-old male driver of the Corolla died at the scene. Two male passengers in the Corolla, 37 and 40 years of age, were taken to Sunnybrook Health Sciences Centre with serious injuries. The driver of the taxicab was taken to St. Michael's Hospital and is being treated for a head injury.

The SIU has designated one subject and two witness officers from the TPS. SIU investigators are investigating the actions of the police in the events leading up to the collision and are appealing for anyone who witnessed this incident to contact the Unit at 416-622-1988 or 1-800-787-8529.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
