SIU Terminates Toronto Shooting Investigation

TORONTO (27 July, 2007) --- The Special Investigations Unit (SIU) has terminated its investigation into the circumstances of a police shooting that occurred involving the Toronto Police Service (TPS).

At approximately 4:30 p.m. today, two TPS officers responded to an armed robbery in progress at a video store at 1883 Jane Street. The officers were involved in a confrontation with one man outside of the store and shots were fired by the police. As a result, a 25-year-old man was struck in his legs. He was taken to Humber River Regional Hospital where he was treated for his gunshot injuries. A short time later, he was released into police custody.

Nine SIU investigators were sent to the scene to begin the investigation. They confirmed the medical evidence which indicated that the man's injuries fell outside the scope of the SIU's mandate. Consequently, the Director has terminated this investigation based on the fact there is no serious injury.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
