L’UES met fin à une enquête sur une arrestation à Windsor : aucune blessure grave

Le directeur de l’Unité des enquêtes spéciales, Tony Loparco, a mis fin à une enquête sur l’arrestation d’un homme de 31 ans par des agents du Service de police de Windsor (SPW).

Le mardi 24 octobre 2017, peu avant minuit, des agents du SPW étaient dans le secteur de la rue de Capitol et de l’avenue Lillian lorsqu’ils ont repéré un homme qui était recherché en vertu de plusieurs mandats d’arrestation. L’homme s’est enfui à pied et les agents l’ont suivi jusqu’à l’arrière d’une résidence de la rue Vanier. L’homme a été arrêté et conduit au poste de police. Comme il se plaignait d’une douleur à la main, on l’a conduit à l’hôpital.
 
Le directeur Tony Loparco a déclaré : « Selon les éléments de preuve, l’homme n’a pas subi de blessure grave. Par conséquent, j’ai mis fin à l’enquête sur cet incident. »

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
