Man’s Injury Not Caused by Police; SIU Terminates Bayham Township Investigation
Le directeur de l’Unité des enquêtes spéciales, Tony Loparco, a mis fin à une enquête sur une interaction survenue l’année dernière, dans le canton de Bayham, entre un agent de la Police provinciale de l’Ontario et un homme de 35 ans.
Le vendredi 5 octobre 2018, vers 23 h, l’homme conduisait une camionnette avec trois passagers sur Richmond Road, dans le canton de Bayham, lorsqu’il a perdu le contrôle de son véhicule et s’est écrasé contre un arbre. L’homme est sorti du véhicule et s’est enfui à pied, mais un agent de la Police provinciale de l’Ontario l’a repéré non loin de là. L’homme a été arrêté et transporté à l’hôpital où il a été constaté qu’il avait une fracture au bras gauche.
Le directeur Loparco a déclaré : « La preuve démontre clairement que l’homme a été blessé avant toute interaction avec la police. J’ai donc mis fin à l’enquête sur cet incident. »
The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
