SIU Terminates Toronto Investigation

Mississauga (Ontario) (25 February, 2019) ---
Le directeur de l’Unité des enquêtes spéciales, Tony Loparco, a mis fin à une enquête sur une interaction, survenue en avril 2018, entre des agents du Service de police de Toronto (SPT) et un homme de 38 ans.

Le 9 avril 2018, vers 17 h 30, des agents du SPT sont arrivés au refuge Seaton House pour intervenir auprès d’un homme qui se montrait violent envers le personnel. L’homme a quitté le refuge escorté par les policiers et, par mesure de précaution, il a été conduit à l’hôpital pour un examen médical. À son arrivée à l’hôpital, l’homme est devenu agité et violent. Il a été arrêté sur les lieux et transporté au poste de police. Au poste de police, l’homme a agressé deux agents. Lorsque l’homme s’est plaint de douleurs à la main gauche, on l’a reconduit à l’hôpital. 

Le directeur Loparco a déclaré : « Rien n’indique qu’un policier ait pu causer la blessure de l’homme. J’ai donc mis fin à l’enquête sur cet incident. »

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
