SIU Investigates Custody Death in Windsor

Mississauga (21 March, 2005) --- The Special Investigations Unit (SIU) is appealing for witnesses to a death that occurred on March 20, 2005, in Windsor.

At approximately 12:07 p.m. that date, Windsor Police Service (WPS) officers responded to a report of a man climbing Ambassador Bridge. WPS officers arrived and attempted to talk with the man who was standing in the support structure of the bridge. The man fell approximately 100 feet from the bridge and landed on a grassy area. The police immediately attended and administered first aid. The man was taken to Hotel Dieu Hospital where he was pronounced dead. He was 28 years of age.

Five SIU investigators are probing the circumstances and the extent of police involvement in the man's death. The SIU has designated 3 witness and 1 subject officer from the WPS. A post mortem examination is scheduled for later today.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.
