Man’s Injury while at Tillsonburg OPP Detachment Self-inflicted; SIU Terminates Investigation
Le directeur de l’Unité des enquêtes spéciales, Tony Loparco, a mis fin à une enquête sur la blessure subie par un homme de 24 ans le mois dernier, à Tillsonburg.
Le 28 octobre 2017, vers 3 h du matin, la Police provinciale de l’Ontario a été appelée pour une collision impliquant un seul véhicule à moteur à l’intersection de Broadway et de l’avenue Lisgar. Le conducteur du véhicule a été arrêté et placé dans une cellule du détachement d’Oxford. Vers 8 h 30 du matin, l’homme a donné un coup dans le mur avec sa main gauche; il s’est blessé grièvement.
Le directeur Loparco a déclaré : « De son propre aveu et comme le confirme la vidéo de la cellule, l’homme s’est lui-même causé cette blessure. J’ai donc mis fin à l’enquête sur cet incident. »
The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
