SIU Terminates Case Originating in Toronto Police Service Cell

Mississauga (Ontario) (30 January, 2018) ---
Le directeur de l’Unité des enquêtes spéciales, Tony Loparco, a mis fin à une enquête sur un incident survenu en décembre 2017 dans une cellule de la 12e division du Service de police de Toronto.

Le 5 décembre 2017, vers 19 h 30, des agents du Service de police de Toronto ont arrêté un homme de 46 ans et l’ont placé dans une cellule du poste de 12e division. À 23 h, l’homme a été trouvé sans réaction. Il a été emmené à l’hôpital Humber River pour y recevoir des soins. Le lendemain, l’homme a été replacé sous la garde de la police.     

Le directeur Loparco a déclaré : « J’ai mis fin à l’enquête sur cet incident, car le plaignant n’a pas subi de blessure grave. »

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
