Man’s Injury Sustained when he Ran onto Busy Street and was Struck by Vehicle; SIU Terminates Etobicoke Investigation

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into a serious injury suffered by a 35-year-old man last month in Etobicoke.
In the afternoon hours of February 9, 2018, the Toronto Police Service was notified of an incident at a restaurant in the area of Evans Avenue and Brown’s Line. An individual of interest fled from the bar before police arrived. A short time later, an officer located a man matching the description of the person of interest, and asked for his name. The man fled from the officer onto Evans Avenue and was struck by a vehicle. He was transported by ambulance to hospital where he was diagnosed with a fracture to his right orbital bone.
Director Loparco said, “The evidence establishes that the injuries the man sustained were caused by his own actions. Accordingly I have terminated the investigation into this incident.”
The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must
- consider whether an officer has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
- report the results of any investigations to the Attorney General.
