Man’s Serious Injury Due to Collision, and not Interaction with Police; SIU Terminates Mississauga Investigation

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into the serious injury sustained last month in Mississauga by a 28-year-old man.
On the morning of May 23, 2018, in the area of Rathburn Road East and Garnetwood Chase, a man on foot attempted to enter an occupied van, and then ran after the van when it began moving forward. The driver of the van reported this to 911. The man on foot then stole a truck and pursued the van along Bough Beeches Boulevard. Moments later, the truck became involved in a collision with another vehicle. When police arrived, they located the man and after a brief interaction which involved deployment of a conducted energy weapons, they arrested him.
Director Loparco said, “The injury to the man occurred as a result of a collision prior to any contact with the police. Accordingly I have terminated the investigation into this incident.”
The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must
- consider whether an officer has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
- report the results of any investigations to the Attorney General.
