Man Jumped from Roof; SIU Terminates Investigation in London

Case Number: 18-OCI-183

Mississauga, ON (5 July, 2018) ---
The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into the serious injury sustained by a 34-year-old man last month in London.

At approximately 5:45pm on June 17, 2018, London Police Service officers attended the man’s residence in the area of Quebec Street and Dundas Street in relation to a domestic situation. The man had barricaded himself in the second floor unit of the residence. A London Police Service negotiator was brought in and spoke to him by phone for approximately forty minutes before the man exited from a second floor window onto a first floor overhang. He jumped from the roof and landed on the ground below. He was transported to hospital for treatment of a broken ankle.

Director Loparco said, “The injury to the man occurred as a result of his own actions when he jumped off the second floor roof of his residence.  Further nothing that was said to him influenced his decision to jump nor were there any police officers near him at that time. Accordingly, I have terminated the investigation into this incident.”

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.
