SIU Investigating Motorcyclist’s Death on Highway 407 in Richmond Hill

Mississauga, ON (11 September, 2018) ---
The province’s Special Investigations Unit is investigating the circumstances surrounding the death of a 31-year-old man in Richmond Hill. 

Preliminary information suggests the following:
  • At approximately 9:30 p.m. on Sunday, September 9, 2018, the Ontario Provincial Police (OPP) received a call regarding an abandoned motorcycle in the area of Highway 407 westbound and Highway 404 southbound. 
  • Officers attended the scene and found the motorcycle but were unable to locate the driver.  The officers left the area.
  • At approximately 11:00 p.m. OPP received another call, this time regarding a man lying on Highway 407 eastbound, opposite from where the motorcycle had been located. 
  • Officers found the man and performed cardiopulmonary resuscitation on him. 
  • He was taken to hospital where he was pronounced dead. 

At this time, two investigators and one forensic investigator have been assigned to this incident.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
