Man Sustained Injury When he Struck Cell Wall in Oshawa Courthouse; SIU Terminates Investigation

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into the serious injury sustained by a 28-year-old man last month in Oshawa.

On September 25, 2018, the man was at a courthouse in Oshawa for a bail hearing. Following the bail hearing, he was escorted to a cell. As soon as the handcuffs were removed, the man punched a wall several times. He was transported to hospital for treatment of a broken wrist.

Director Loparco said, “The evidence shows the man’s injury was self-inflicted. As such, I have terminated the investigation into this incident.”

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.
