SIU Terminates Scarborough Investigation

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into an incident that occurred last month in Scarborough.

At approximately 3 a.m. on October 2, 2018, Toronto Police Service officers responded to the area of Lawrence Avenue East and Kitchener Road to investigate a report of an individual stealing items from parked vehicles. When officers located a man of interest, the 57-year-old man fled from officers and entered an apartment building. He made his way to a second-floor apartment unit, and then proceeded to jump from the apartment balcony to the ground below. The man was apprehended by police and then transported to hospital for treatment of a serious arm injury.

Director Loparco said, “The man’s injury was caused from his own decision to jump from a second-floor balcony and not because of any action or conduct on the part of police. As such, I have terminated the investigation into this incident.”

The SIU is a civilian agency that investigates reports involving police where there has been death, serious injury or an allegation of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of investigations to the Attorney General.
