SIU Terminates Toronto Investigation

Case Number: 17-TCI-325

Mississauga, ON (14 December, 2017) ---
The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into an interaction that occurred last month in Toronto.

At approximately 5 a.m. on November 8, 2017, the man was in the area of Coxwell Avenue and Danforth Avenue when he was stopped by police. He was subsequently arrested. At hospital, the man was diagnosed with a hand fracture.

Director Loparco said, “Based on the evidence, it is clear that the man’s broken hand was self-inflicted, having occurred prior to him leaving his residence and before any contact with police. As no police officer was involved or otherwise contributed to the man’s injury, I have terminated the investigation into this incident.”

The SIU is a civilian agency that investigates reports involving police where there has been death, serious injury or an allegation of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of investigations to the Attorney General.
