L’UES met fin à une enquête à Brantford après avoir déterminé que la blessure était antérieure à l’interaction avec la police

Le directeur de l’Unité des enquêtes spéciales, Tony Loparco, a mis fin à une enquête sur une interaction, survenue le mois dernier, entre un homme de 31 ans et des agents du Service de police de Brantford.
Le 23 février 2019, vers 2 h 30 du matin, des agents du Service de police de Hamilton ont arrêté l’homme dans une résidence pour violence familiale et l’ont conduit au poste de police de Brantford. Au poste de police, l’homme s’est plaint d’une blessure à la tête et a été conduit à l’hôpital. On lui a diagnostiqué une hémorragie sous-durale.
Le directeur Loparco a déclaré : « Les agents n’ont pas causé la blessure de l’homme et n’y ont contribué d’aucune façon. Sa blessure était liée à une altercation dans un bar peu de temps avant son arrestation. J’ai donc mis fin à l’enquête sur cet incident. »
The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
