July 24 Update: SIU Investigation into January Fatal Police-Involved Shooting in Mississauga

Mississauga, ON (24 July, 2020) ---
The SIU’s investigation into the circumstances surrounding the death of 28-year-old Jamal Francique – who was fatally shot during an interaction with Peel Regional Police (PRP) officers on January 7, 2020 in Mississauga – is ongoing. While the fieldwork has been substantially completed, the investigation remains open pending receipt of additional information.

As of today:
  • Investigators have interviewed the subject officer and eight witness officers from the PRP.
  • A canvass of the area was completed in an attempt to locate evidence and potential witnesses. One civilian witness was located and interviewed. No video footage was available.
  • Several items collected from the scene were sent to the Centre of Forensic Sciences for analysis. The SIU is in receipt of these reports.
  • A post-mortem examination was conducted on January 11, 2020, and the SIU is awaiting this report as well as the results of toxicological analysis.

The SIU is working to ensure the investigation is concluded, and its findings released, as expeditiously as possible.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
