SIU Concludes Investigation into Ottawa Shooting

TORONTO (9 March, 2009) --- The Special Investigations Unit (SIU) is continuing its investigation into the circumstances surrounding the fatal shooting of 27-year-old Michael Jeffrey by the Ottawa Police Service (OPS) on the evening of Friday, March 6, 2009.

On that date, OPS officers were dispatched to a reported armed robbery on Montreal Rd. and located Mr. Jeffrey fleeing the area on foot. During a subsequent OPS interaction with Mr. Jeffrey, a number of shots were fired and Mr. Jeffrey was struck at least once.

Seven investigators and two forensic investigators from the SIU responded to Ottawa to investigate the incident. A post-mortem examination conducted in Ottawa today concluded Mr. Jeffrey died of a gunshot wound.

SIU investigators have conducted a canvass of the area of the shooting and identified a number of civilian witnesses. With the assistance of the media, a number of other witnesses have come forward and the SIU is interested in speaking to anyone else who may have seen this incident unfold. The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
