SIU Concludes Investigation into Man’s Arrest in Hamilton

Mississauga, ON (8 August, 2025) ---
In the morning of April 17, 2025, a team of Halton Regional Police Service officers convened at the scene of a Hamilton home to execute a search warrant and take a 21-year-old man into custody on a number of criminal offences, including human trafficking, child pornography and sexual assault. When the man was alerted to the presence of police outside, he exited through a door onto the rear patio and was confronted by an officer armed with a C8 rifle. The man was pulled to the ground by this officer, and subsequently handcuffed behind the back with the assistance of another officer. At hospital, the man was diagnosed with four fractured left-sided ribs and a punctured left lung. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s arrest and injuries.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
