SIU Investigating After E-Cyclist Fleeing Ottawa Police Officer Collided with Cyclist; Seeking Witnesses

Mississauga, ON (29 August, 2025) ---
The province’s Special Investigations Unit is investigating after an e-cyclist struck another cyclist while being pursued by an Ottawa Police Service officer on August 7. The SIU was notified by Ottawa Police Service on August 22 and the SIU launched an investigation. The SIU is seeking anyone who may have witnessed this incident to please contact us.

Preliminary information suggests the following:
  • On August 7, 2025, at approximately 8:18 p.m., the officer, in a marked cruiser, attempted to stop two men who were riding e-bikes at high speeds in the area of Carling Avenue and Moodie Drive. They fled and were on a bike path adjacent to Carling Avenue when one of the men riding on an e-bike struck another cyclist on the path. The cyclist, age 28, was taken to hospital by ambulance with serious, non-life-threatening injuries. 
  • The e-cyclists were not seriously injured.
Three investigators have been assigned to the case. 

One subject official and two witness officials have been designated at this time.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
