SIU Investigating After Man Shot by OPP Officer in Collingwood

Mississauga, ON (18 September, 2025) ---
The Special Investigations Unit found no reasonable grounds to believe an Ontario Provincial Police officer committed a criminal offence after a 50-year-old man was shot and wounded in Collingwood. On May 21, 2025, officers were called for a disturbance involving a violent individual at a residence in the area of Campbell Street and Maple Street.

Director Joseph Martino concluded that the evidence showed the officer fired her semi-automatic pistol to protect herself and three other officers from a reasonably apprehended attack at the hands of the man. The man had pointed a flare gun – itself capable of causing serious injury and death – directly at the officers at close range, and had fired it at the ground in what would have appeared a deliberate attempt to set the officers on fire.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
