SIU Terminates Strathroy Investigation as Man Not Seriously Injured in Apprehension

The Deputy Director of the Special Investigations Unit, Stacey O’Brien, has terminated an investigation into the reported injury of a 24-year-old man who was apprehended by Strathroy-Caradoc Police Service officers last month.
The man was arrested September 2, 2025, following a call to police from his mother requesting assistance with her son, who was experiencing mental health issues. The man objected to being handcuffed to be taken to the hospital, and resisted officers during his arrest. He was taken to the ground, handcuffed, and transported to the hospital due to concerns regarding his mental health; however, upon assessment, he was diagnosed with soft tissue injuries and possibly an AC joint separation. On this record, there being no indication of any ‘serious injury’ within the statutory mandate of the SIU, the case has been closed.
The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
