SIU Investigating Collision in Ottawa

Mississauga, ON (31 October, 2025) ---
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe an Ontario Provincial Police officer committed a criminal offence in connection with the serious injuries of a 35-year-old man and a 23-year-old woman following a collision in Ottawa. On July 3, 2025, the officer briefly pursued the male driver of a Ford Taurus for speeding on Highway 417. 

The driver did not stop and continued at speed onto Innes Road and Star Top Road before striking a delivery truck and veering into a pole. Minutes later, the officer came upon the collision scene.

Both people in the Taurus were taken to hospital. The man was treated for facial fractures, traumatic brain injury, contusions of the brain, a right ankle fracture, an intraventricular hemorrhage, and carotid artery dissections. The woman had fractured a toe and cheekbone.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
