SIU Concludes Investigation into ARWEN Discharges at Man in Community on North Shore of St. Lawrence River

Mississauga, ON (7 November, 2025) ---
On July 13, 2025, OPP officers were dispatched to a community on the north shore of the St. Lawrence River following a call to police reporting an armed man in the area. It was later determined that the person who called police was the same individual who was in possession of the firearm. Upon arriving at the scene, officers were confronted by a man who was pointing what looked like a firearm at them. Additional officers, a crisis negotiator, and a police dog unit were deployed to the scene. The man refused commands to put his firearm down. Approximately one hour from the arrival of the first officers, two officers fired their conducted energy weapons at the man as he moved towards the water. When the man emerged from the water and reached into a backpack, two officers fired their Anti-Riot Weapon Enfields at the man. He attempted to run away but was quickly engaged by a police dog. The man was handcuffed. At hospital, he was diagnosed with a midshaft ulnar fracture of the left arm, and dog bite injuries. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the incident.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
