SIU Terminates Investigation into Brampton Arrest of Woman

The Deputy Director of the Special Investigations Unit, Stacey O’Brien, has terminated an investigation into the serious injury suffered by a 47-year-old woman in May in Brampton.

On May 28, 2025, a man attended 22 Division with a Community Treatment Order (CTO) for a mental health evaluation of his mother. Two Peel Regional Police officers were dispatched to the home to execute the CTO. Upon informing the woman that they had a Form 2 and were there to escort her to hospital, the woman resisted the officers and was taken to the ground and handcuffed. Subsequently, she was transported to hospital, admitted under a Form 1, and held for assessment. On June 12, 2025, while still hospitalized, the woman was diagnosed with a fracture to her left foot. The police service notified the SIU of the woman’s serious injury and the SIU invoked its mandate.

Based on the SIU’s preliminary inquiries, including a review of video footage that captured the incident in part, Deputy Director O’Brien was satisfied the investigation should be discontinued. Neither witness narrative, video evidence, nor medical records established a direct causal link that the woman’s injury was attributable to the conduct of the officers. The file has been closed.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
