SIU Concludes Investigation into Arrest of Man in London

Mississauga, ON (10 November, 2025) ---
In the early morning of August 14, 2025, the London Police Service officers were dispatched to an address in the area of Trafalgar Street and Clarke Road after having received a call about a break and enter in progress involving two males. Arriving on scene, officers observed two males in the area who fit the description that had been provided. The officers exited their cruisers to confront the males. Told by an officer that he was being detained in relation to a reported break and enter, one of the individuals protested and attempted to run away. He had taken no more than a few strides when the officer took him down from behind. The 39-year-old man was transported to the police station. He subsequently appeared unwell and was taken to hospital where he was diagnosed with a fractured right clavicle. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
