SIU Concludes Investigation into Arrest of Man in Corunna

Mississauga, ON (28 April, 2026) ---
In the evening of May 25, 2025, OPP officers were attended a residence in Corunna after a woman reported to police that she had been assaulted by a man. Upon talking to the woman at the residence, the decision was made to arrest the man for assault. As officers approached the front door of the house, the man stepped out onto the front porch and greeted them. When told to turn around, the man did so and brought his arms behind the back. The officer was bringing the man’s hands together to handcuff them when the man suddenly attempted to break the officer’s hold and walk towards the open front door. Officers grabbed hold of the man and pulled him away from the door.  A struggle ensued, after which the man’s arms were brought behind the back and handcuffed. At hospital, the man was diagnosed with a concussion. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s arrest and injury.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
