SIU Terminates Investigation into Toronto Officer’s Reported Injury

The Director of the Special Investigations Unit, Joseph Martino, has terminated an investigation into the reported serious injury of a Toronto Police Service officer in a collision involving a cruiser and civilian vehicle.

On March 7, 2026, the officer was a passenger in a cruiser operated by her partner. The officers were making their way southbound at speed on Dufferin Street to a call about a person armed with a gun when their cruiser collided with a Kia Sportage. The driver of the Kia, also travelling south, had started into a left-hand turn onto Peel Avenue when his vehicle was struck from behind by the cruiser. The officer was overtaking southbound traffic in the northbound lane at the time. The officer in the passenger seat was transported to hospital and initially diagnosed with a fractured clavicle. That diagnosis was subsequently reversed when additional diagnostic scans revealed no fracture had occurred. The officer stated she suffered a concussion in the collision. However, that injury was not confirmed by way of any medical diagnosis.  

On this record, there being no “serious injury” within the terms of the SIU’s mandate, the SIU was without jurisdiction to investigate the incident.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
