SIU Concludes Investigation into Women’s Broken Wrist Following Toronto Arrest

Mississauga, ON (4 June, 2026) ---
In the morning of February 23, 2026, two Toronto Police Service officers were dispatched to a convenience store in the area of Lake Shore Boulevard West and Kipling Avenue to investigate a shoplifting report. Upon arriving at the scene, officers learned that the male and female suspects had left the store with items that hadn’t been paid for. The officers located the suspects at a nearby bus shelter. The man was taken into custody without incident, but the woman resisted when an officer attempted to secure her in handcuffs. A struggle ensued. The officers managed to bring her to the ground and secure both her hands in handcuffs. Following her arrest, the 38-year-old woman was taken to hospital and treated for a fractured right wrist. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the woman’s arrest and injury.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
