SIU Investigating After Cyclist Injured During Toronto Arrest

Mississauga, ON (22 September, 2026) ---
The Director of the Special Investigations Unit, Joseph Martino, found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with the serious injury of a 21-year-old cyclist. On May 31, 2026, an officer attempted to stop the cyclist for failing to stop at a stop sign on Queens Quay West. 

When the man failed to stop and attempted to evade the officer by cycling around him, Director Martino found he rendered himself subject to arrest. It was unclear in the footage whether the officer made contact with the cyclist’s backpack intending to grab a hold of him or to push the man off the bike. He found that the risk of injury was moderate as the man had significantly slowed when the officer stepped out in front of him and wrestled the man to the ground. 

The man was ticketed and released from custody. He later sought medical care and was diagnosed with mild traumatic brain injury.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
