Man Injured Self While Fleeing from OPP; SIU Terminates Mississauga Investigation

Case Number: 26-PCI-493

Mississauga, ON (26 October, 2026) ---
The Deputy Director of the Special Investigations Unit, Stacey O’Brien, has terminated an investigation into the serious injuries suffered by a 36-year-old man earlier this month in Mississauga.

In the morning of October 11, 2026, an OPP officer conducted a traffic stop on vehicle travelling westbound on Highway 407 at Mavis Road in Mississauga for a Highway Traffic Act violation. The officer observed an unsealed bag containing suspected cannabis on the front centre console and formed grounds to search the vehicle. While the officer was searching the trunk area, a vehicle passenger climbed over a highway guardrail and ran down an embankment. He tripped and fell. He was transported to the detachment, where he reported chest pain and difficulty breathing. EMS transported the man to hospital where he was diagnosed with multiple left-sided rib fractures.

Based on the SIU’s preliminary inquiries, which included a review of video footage that captured the incident, Deputy Director O’Brien was satisfied that the investigation should be discontinued. The man’s injuries were not caused by police actions. No force was used by police beyond the application of handcuffs incidental to arrest. The available evidence indicates that the man sustained his injuries as a result of a fall while attempting to flee from police. It was plain and obvious that the police did nothing that could conceivably attract criminal liability in connection with the man’s injuries. The file has been closed.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
