Mississauga, ON (2 November, 2026) ---
The Deputy Director of the Special Investigations Unit, Stacey O’Brien, has terminated an investigation into a reported broken collarbone suffered by a 35-year-old man in July.

The man was arrested the afternoon of July 4, 2026, following a report to police of a man on foot in traffic at Markham Road and Steeles Avenue East. Upon arrival, officers located the man and escorted him off the roadway. During the interaction, the man was uncooperative and continued to pull away from officers. An officer subsequently took the man to the ground, where they both landed on the ground with the officer landing on top of the man. After the man was grounded, officers observed blood coming from his head. Officers provided first aid and requested EMS attendance. The man was taken to hospital and reportedly diagnosed with a broken clavicle. Efforts by the SIU to speak with the man since the incident have been unsuccessful. He declined to provide an interview and did not consent to the release of his medical records. In the absence of a statement, or confirmation of ‘serious injury’ within the mandate of the SIU, there was insufficient evidentiary foundation from which to proceed with an investigation, and the unit was without jurisdiction to investigate the incident. As such, the file is closed.
Every consideration will be given to re-opening the file should the man decide to come forward in the future.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
