SIU Investigates custody injury in Windsor

At 2335 hrs Windsor Police Service reported a custody injury to a 39-year-old male that had occurred on Ottawa St., Windsor. At 2000 hrs Windsor Police Service received a report of a person carrying a gasoline container in the area of Ottawa St. Members of the Windsor Police Service responded to the incident and the male was located. It was reported that a police officer had engaged the male in conversation, when the male walked away, poured a liquid on his body, and the liquid started on fire. The attending police officers and a citizen went to the man's aid and smothered the fire. The man was transported to Metropolitan Hospital with life threatening injuries and has been transferred to the Hamilton General Hospital, Burn Unit for treatment.
Four SIU investigators and two SIU Forensic Identification Technicians have been dispatched to Windsor to investigate the circumstances of this incident.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
