SIU Concludes Investigation into Collision in Vaughan

TORONTO (29 July, 2006) --- The Special Investigations Unit (SIU) is investigating the circumstances surrounding a motor vehicle collision.

On July 28, 2006 at approximately 2330 hrs, a York Regional Police vehicle was involved in a collision with a civilian vehicle on Centre Street east of Dufferin Street in Vaughan. Three 20-year-old male occupants of the civilian vehicle were taken to York Central Hospital, where they are undergoing treatment for their injuries. Three police officers that were occupants of the police vehicle were taken to York Central Hospital where they were treated for minor injuries and released. One civilian vehicle occupant is being treated for a ruptured bowel, one civilian vehicle occupant is being treated for serious head injuries, and the third male occupant of the civilian vehicle was treated for a broken wrist and released from hospital.

On July 29, 2006 at 0113 hrs the Special Investigations Unit was notified by York Regional Police Service of the collision. Five SIU investigators, including two Forensic Identification Technicians and a Collision Reconstructionist attended the scene and commenced an investigation.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
