SIU Updates Mississauga Shooting Investigation

TORONTO (26 June, 2006) --- Eight investigators from the Special Investigations Unit (SIU) are continuing to investigate the circumstances surrounding a police shooting that occurred on June 23, 2006, involving officers from the Peel Regional Police (PRP).

At about 7:43 p.m. that date, PRP officers became involved in a confrontation with 23-year-old Justin George James at Dixie Rd. and Shawson Dr. in Mississauga. During the course of the confrontation, Mr. James was shot and sustained a non-life-threatening gunshot wound. Mr. James drove away in his vehicle, which came to a stop in the parking lot of the Pearson Convention Centre at Steeles Avenue and Airport Road. He was located there by PRP officers. Mr. James was taken by ambulance to Sunnybrook Health Sciences Centre where he is recovering from his injury.

The SIU has designated two subject officers and two witness officers from the PRP. Investigators have seized the subject officers' firearms and clothing for forensic examination. The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
