SIU Appeals for Witnesses to Collision between a Police Vehicle and a Cyclist in Mississauga

TORONTO (10 November, 2008) --- The Special Investigations Unit (SIU) is appealing for witnesses to a collision between a Peel Regional Police cruiser and a cyclist.

The collision occurred on Friday November 7, 2008 at approximately 12:50 p.m. on Brandon Gate Drive just east of Goreway Drive in the Malton area of Mississauga. The officer driving a marked cruiser was attempting to stop a 24-year-old man on a bicycle for investigation when the collision occurred. The man was treated in hospital for a broken knee.

A team of six SIU personnel, including forensic and field investigators, responded to the intersection of Brandon Gate Drive and Goreway Drive where the scene was examined and a number of civilian witnesses were located and interviewed during a canvass of the area. More witnesses, however, are being asked to come forward; in particular, the driver of a white, construction-type van who stopped to render assistance.

The SIU has designated one subject officer and four witness officers to be interviewed as it investigates the sequence of events, as well as the nature and extent of police involvement and methods employed in connection with this matter.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
