SIU Terminates Windsor Investigation

Mississauga, ON (17 January, 2019) ---
The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into an interaction that occurred last month in Windsor.  

At approximately 2:45 a.m. on December 8, 2018, a 36-year-old man was arrested in the area of University Avenue and Ouellette Avenue for being intoxicated in a public place. The man was handcuffed and taken to the police station, where he complained of a sore hand. He was taken to hospital by Emergency Medical Services for treatment.

Director Loparco said, “The injury to the man’s hand occurred prior to his contact with the police. As such, I have terminated the investigation into this incident.”

The SIU is an independent civilian agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.
