SIU Continues Investigation into Collision Between Police Cruiser and Cyclist in Orillia

TORONTO (16 June, 2008) --- The Special Investigations Unit (SIU) is continuing to investigate the circumstances surrounding the serious injuries sustained by a 28-year-old cyclist in Orillia on June 13, 2008.

On that date, at approximately 11:27 p.m., an Ontario Provincial Police (OPP) officer with the Orillia Detachment was en route to a call of a disturbance in the city of Orillia. The officer was alone, driving a marked cruiser when at the intersection of Front St. and Gill St. a bicyclist came into contact with the cruiser. The cyclist, Gerry Pelletier, suffered serious but non-life threatening injuries and has been treated and released from hospital.

The SIU has assigned two investigators, two forensic investigators and an accident reconstructionist to investigate the nature and extent of police involvement in the injuries to Mr. Pelletier. One officer has been designated as a subject officer and one other as a witness officer.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
