SIU Concludes Investigation into Carleton Place Collision

Mississauga (17 July, 2009) --- The Special Investigations Unit (SIU) is continuing its investigation into the injuries sustained by an Ottawa man in a two-vehicle collision in Carleton Place on Wednesday July 15, 2009.

The SIU assigned four investigators and two forensic investigators to probe the circumstances of this incident.

The SIU investigation to date has determined a member of the Lanark Detachment of the Ontario Provincial Police (OPP) was involved in an investigation at an area motel. The officer interacted with 41 year old Kelly James Hodges. Mr. Hodges fled the officer, got into a car and sped off on Highway 7. Mr. Hodges was involved in a collision with another vehicle near Ashton Station Road.

Mr. Hodges sustained serious, non-life threatening, injuries and was transported via air ambulance to the Ottawa Civic Hospital where he was admitted. The driver of the westbound vehicle was taken to Carleton Place Hospital where he was treated and released.

The SIU has designated three officers as witness officers and one officer as a subject officer.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
