SIU Finds No Grounds to Proceed with Charges in Toronto Arrest Case

Case Number: 20-TCI-090

Mississauga, ON (18 August, 2020) ---
A 28-year-old man was arrested by Toronto Police Service officers on February 13, 2020, in a Toronto apartment unit. A couple of days following his arrest, the man was diagnosed with two and possibly three fractured ribs. The Director of the Special Investigations Unit, Joseph Martino, has determined that on the assessment of the evidence, there are no reasonable grounds to believe that any of the involved officers committed a criminal offence in connection with the man’s arrest and injuries.

Full Director’s Report (with Incident Narrative, Evidence, and Analysis & Director’s Decision):

The SIU is an independent civilian agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.
