SIU Concludes Investigation in Colborne

Mississauga (10 June, 2009) --- The Special Investigations Unit (SIU) is investigating the circumstances of the death of a 20 year old man in Colborne.

The SIU was notified that on April 26, 2009, shortly after midnight, Ontario Provincial Police (OPP) went to a third floor apartment on King Street regarding a 9 1 1 call. The officers went into an apartment to speak to a male relevant to the call. The officers located Cody Wilkins of Colborne on the ground outside below the apartment window. Mr. Wilkins was taken to Northumberland Hospital where he was pronounced dead.

The SIU has assigned three investigators and two forensic investigators to probe the circumstances of this occurrence.

At this time the SIU has designated five officers as witness officers and two officers as subject officers.

A post-mortem examination is scheduled today in Toronto.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
