TORONTO (9 March, 2009) --- The Special Investigations Unit (SIU) is continuing its investigation into the circumstances surrounding the fatal shooting of 27-year-old Michael Jeffrey by the Ottawa Police Service (OPS) on the evening of Friday, March 6, 2009.

On that date, OPS officers were dispatched to a reported armed robbery on Montreal Rd. and located Mr. Jeffrey fleeing the area on foot. During a subsequent OPS interaction with Mr. Jeffrey, a number of shots were fired and Mr. Jeffrey was struck at least once.

Seven investigators and two forensic investigators from the SIU responded to Ottawa to investigate the incident. A post-mortem examination conducted in Ottawa today concluded Mr. Jeffrey died of a gunshot wound.

SIU investigators have conducted a canvass of the area of the shooting and identified a number of civilian witnesses. With the assistance of the media, a number of other witnesses have come forward and the SIU is interested in speaking to anyone else who may have seen this incident unfold. Witnesses are asked to call 416-622-1898 or 1-800-787-8529, extension 1898.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
