SIU Investigates Firearm Death of Man in Scarborough

Case Number: 10-TFD-182   

Mississauga (29 August, 2010) --- Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding the firearm death of a man today in Scarborough.  He has been identified as 25-year-old Reyal Jensen Jardine-Douglas of Pickering.  The Toronto Police Service (TPS) reported the following information to the SIU:
  • Based on information received by the TPS, officers began following a TTC bus traveling southbound on Victoria Park Avenue shortly after 3:00 p.m.
  • A short time later, officers pulled over the bus, and Mr. Jardine-Douglas exited the bus.
  • There was an interaction between him and the officers, and he was shot more than once.
  • Mr. Jardine-Douglas was taken to Sunnybrook Hospital for treatment, where he was pronounced dead at 4:07 p.m.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
