SIU to Probe Ottawa Incident

Mississauga (19 November, 2010) --- On October 27, 2010, Justice Richard Lajoie, in staying the proceedings against S.B., made the following comments regarding the conduct of certain Ottawa Police Service officers during Ms. B.’s time in police custody:

  • “I was appalled by the fact that a strip search was undertaken by [the officer] in the presence of, and with the assistance of at least three male officers.”
  • “There is no reasonable explanation for [the officer] to have cut Ms. [B.]’s shirt and bra off …”

On November 17, 2010, Justice Lajoie’s ruling was released to the public. On the basis of this information, the SIU will be probing the circumstances surrounding this incident.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.
