SIU Concludes Investigation into Injury in Ottawa

Mississauga (18 September, 2010) --- Three investigators and two forensic investigators from the Special Investigations Unit (SIU) are probing the circumstances surrounding an incident that occurred at 10:52 p.m. on Friday, September 17, 2010.

The Ottawa Police Service reported to the SIU that officers had been conducting an investigation in the area of 545 King Edward Street, looking for a male person. While looking for the male person, another male was located in the area. As an officer went to speak with this male person, he went over a fence and dropped from sight.

The 24-year-old male was found lying on the concrete to the underground parking garage entrance to 10 Henderson Street. He was bleeding from the head area and non responsive. He was transported to the Ottawa Civic hospital for treatment.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
