SIU Concludes Investigation into ARWEN Discharges at Teenager in Brampton

On February 9, 2025, Peel Regional Police officers were dispatched to an elementary school in Brampton after an individual – a 15-year-old male – reported to police that he had discovered a pistol outside the building. The first officer on scene searched for the gun, but to no avail. He then turned to the teenager who had made the call, and noticed he had a knife in his right hand. The teenager refused to drop the knife when asked, and instead asked that the officer shoot him. Other uniformed officers arrived on scene. Together, and with the use of police vehicles as cover, the officers attempted to keep the teenager at bay while waiting for the arrival of tactical officers. Soon after arriving, members of the tactical team threw distraction devices in the teenager’s direction, and two officers discharged ARWEN rounds. The teenager fell to the ground, dropping the knife in the process, and was tasered. He was handcuffed and taken into custody without the infliction of serious injury. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that either officer committed a criminal offence in connection with the use of their ARWENs.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
