SIU Concludes Investigation into Kingston Arrest

In the evening of June 22, 2025, Kingston Police officers were dispatched to the area of Princess Street and Westbrook Road to investigate a report of a boy bleeding from the head. The injury was reportedly caused by a sibling of the child. The officers arrived on scene, spoke to the child and then travelled a short distance to a residence in the area to speak to his parents. At some point, the boy’s father confronted the officers. When he poked one of the officers in the chest with a finger, he was arrested. Officers escorted the man to a cruiser and attempted to place him in the rear. Following a struggle, the officers took the man to the ground and kept him there pending the arrival of additional officers. The man was eventually transported to the police station. When he complained of leg pain, he was transported to hospital where he was diagnosed with a fracture of the left leg. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that any officer committed a criminal offence in connection with the man’s arrest and injury.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
