SIU Concludes Investigation into Man’s Fractures in Brampton Arrest

Mississauga, ON (26 August, 2025) ---
The Special Investigations Unit found no reasonable grounds to believe Peel Regional Police officers committed a criminal offence in connection with the fractures suffered by a 51-year-old man. On May 1, 2025, officers were called to an apartment complex in the area of Clarke Boulevard and Torbram Road in Brampton. Residents called police to report a man causing a disturbance. He was screaming and banging a rock on the doors of residents. 

The man physically resisted arrest– attempting to flee from the officers, grabbing hold of an officer’s flashlight, and struggling on the ground to prevent his arms from being placed behind the back and handcuffed. Director Joseph Martino concluded the officers were entitled to respond with a measure of force to subdue the man and take him into custody. The man, taken to hospital following his arrest, was diagnosed with three fractured right-sided ribs and a possible broken nose.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
