SIU Concludes Investigation into Man’s Injuries Fleeing Guelph Police Officer

The Special Investigations Unit found no reasonable grounds to believe a Guelph Police Service officer committed a criminal offence in connection with the serious injuries suffered by a 32-year-old man. On June 23, 2025, the officer saw the man throw something at a woman. In addition, there was a radio transmission of a disturbance involving a man and woman in the same area. He sought to arrest the man for assault.
The man refused to stop and attempted to run away from the officer. The man suffered a chipped a bone in his right foot when he fell several meters while scaling a fence. Director Joseph Martino found him alone responsible for that injury. Following that, evidence suggests the officer forced the man to the ground. He concluded it was a sensible tactic as it would bring the flight to an end while positioning the officer to better deal with any continuing resistance by the man.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
