SIU Concludes Investigation into Toronto Collision Between Cruiser and ATV

Mississauga, ON (24 April, 2025) ---
In the evening of July 22, 2024, a 13-year-old male was operating an ATV. He had a passenger in the back seat. In the area of Laura Road and Sheppard Avenue West, a Toronto Police Service cruiser struck the rear of the ATV. Officers had been looking for this ATV as there was suggesting that the vehicle was connected to a shooting earlier in the day, and another shooting a few weeks prior. In the collision, the ATV passenger was knocked off, but was fortunate to escape serious injury. The driver had to be extricated by fire services. He was taken to hospital where he was diagnosed with nerve damage in the leg. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that the officer committed a criminal offence in connection with the collision.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
